Title: Energy conservation in new building design. An impact assessment of ASHRAE standard 90--75

This report assesses the energy, economic, and institutional impacts that may result from the broad voluntary adoption of ASHRAE Standard 90-75 by individual building regulatory authorities. This Standard is the first major voluntary consensus standard dealing with energy use in new buildings and is available for optional acceptance by state and local governments. With strict use of the Standard, annual energy consumption would be reduced in all building types and locations. This report contains many findings, observations, and recommendations concerning the effects of ASHRAE 90-75 on building energy consumption, its influences on physical changes in the buildings, its implications on the owning and operating costs of buildings, its potential impact on the nation's energy consumption in construction, its possible economic impact on several selected markets and participants within the construction sector, and its impact on building habitability.
