Clean Water Act section 403: Compendium
EPA's regulatory program under section 403 of the Clean Water Act (CWA) is an integral part of the National Pollutant Discharge Elimination System (NPDES) permit program for ocean discharges. Section 403 requires that discharges to the territorial seas, contiguous zones, and oceans comply with regulatory requirements above and beyond those specifically required of a typical NPDES permit.
