The main efforts of this project were to develop tools in studying turbulent flow. The theoretical tool is the model which allow to reduce 3-D nonequilibrium stationary driven turbulence to a 4-D equilibrium system. The numerical tool is the efficient and reliable 3-D Navier--Stokes code with control of helicity spectrum. The experimental tool is 9-hot-wire probe of a new type and software for data acquisition. Along with the development of these tools we obtained new physical results. In this report we are giving a short description of the work completed.
