Contingency planning for utility power generation

Despite persistent agitation from some circles, the U.S. public is still looking to the utilities to make sure that there is adequate, low cost electric power available on demand. Meeting these expectations requires careful planning in the face of many-faceted uncertainties. The purpose of this paper is to outline a rigorous planning approach to identify the lowest cost alternatives for meeting power demand in the face of contingent risks. This planning process is intended to provide utility managers with early warning, preliminary impact assessment and response options to deal with potential events and scenarios which may require management decisions in the interest of the company.
