Plans for a gamma-ray laser pose problems of a broad interdisciplinary nature requiring the fusion of concepts taken from previously unrelated fields of physics. Any actual attempt to construct a gamma-ray laser at the present time would be frustrated by the paucity of supportive data, procedures and understanding. A laser-grade database of nuclear properties does not yet exist, but the techniques for constructing one are currently being developed. Reviewed in this presentation will be the new techniques of Nuclear Raman Spectroscopy (NRS) and Modulated Nuclear Radiation (MNR) being implemented in order to characterize the laser-like properties of nuclear materials.
