Title: NSPS (New Sources Performance Standards) a critique of the proposed rulemaking

Abstract

A critique of the proposed New Sources Performance Standards issued by the U.S. Environmental Protection Agency for the control of SO/sub 2/, NO/sub x/, and particulate matter from electric utility steam-generating units covers: the background of these proposals; technological issues, e.g., the status of combustion modifications for NO/sub x/ control; the SO/sub 2/ standard which would require 85Vertical Bar3< reduction of SO/sub 2/ emissions (on a 24 hr average) unless an emissions level of 0.2 lb/million Btu were attained; FGD capabilities and EPA's assertion that an FGD system that could achieve a long-term mean SO/sub 2/ removal of 92Vertical Bar3< would comply with the 24 hr requirement; the particulate matter standard, which provides for an emission limit of 0.03 lb/million Btu; particulate matter control technology capabilities; the need for particulate matter collectors to precede the FGD scrubbers under the present proposal; the NO/sub x/ standard which includes emission limitations of 0.5 lb/million Btu for combustion of shale oil or any gaseous or liquid fuel derived from coal; the status of NO/sub x/ control; and manufacturer capabilities.
