We study a three-dimensional (3D) U(1) gauge theory coupled to a charged Higgs field with a spatially varying mass term. By choosing the mass term to be nonzero outside a 2D plane, an inhomogeneous, spontaneous breaking of the U(1) gauge symmetry confines the gauge fields to the 2D plane. The photon acquires a mass outside this mass defect. On the defect the 3D gauge action is reduced to an effective 2D gauge action. Simulations show the average plaquette on the defect has the required 2D value which demonstrates the above mechanism. We propose this as a way to simulate gauge theories of chiral fermions in conjunction with the method recently proposed by Kaplan.
