Title: Kinetic treatment of transverse two-stream instability in an electron--ion ring

The influence of the system geometry, beam charge neutralization, and energy spread of the electrons and ions on the existence and growth rate of the two-stream instability is considered. It is shown that the system is stabilized if the ring lies close to the metal wall of the chamber. The extreme values of the parameters for which the system is unstable are determined, and the limiting case of the ''two-fluid'' model is considered.
