Title: Energy independence through increased utilization of American coal: goal of the 98th Congress

The 98th Congress has considered a number of coal-related bills in an effort to improve the nation's chances of achieving energy independence. Some of the requests for legislation were contradictory, calling for both more and less regulation and more and less competition. An overview of coal-related legislation covers leasing, transportation, research and development, taxes, the environment, exports, and synfuels. Congress must resolve issues in each of these areas if the domestic and international use of coal is to expand. 93 references.
