Assessing tropospheric ozone design value methodology
Ozone pollution is a continuing concern for USA and other countries. The US EPA developed the concept of design value' in 1979 for quantitatively determining the amount by which the ozone standard is exceeded. The scientific community recently questioned the reliability of using extreme values to determine trends and to act as the target for SIP planning. In addition Congress requested a 3 year study to assess methodology. This paper describes a public forum where the ramifications of alternative indicators and/or the statistical form of the standard could be considered. The two sessions, Nonattainment and Design Value Issues and Photochemical Grid Modelling in the Ozone Attainment Process, each with several speakers, are summarized in this paper.
