Computer searching for pollution cleanup equipment
The U.S. Coast Guard (USCG) has developed SKIM, a computer-based inventory of spill cleanup and containment equipment available for pollution response in the U.S., including Puerto Rico and Guam. Information input to SKIM covers equipment available from both the public and private sectors. Each of 26 equipment types, e.g., river harbor booms and dispersants, is identified in terms of precise location, number of units, manufacturer's trade name, and other characteristics. Information received from members of the American Petroleum Institute, the Oil Spill Control Association, and other organizations enabled the establishement of a data base in excess of 10,000 records. SKIM has the capability to provide up-to-date information for on-scene coordinators; provide updates to equipment listings in local contingency plans; serve as an informational aide for USCG marine safety officers, captains of the ports, and district and headquarters managers; be used by all federal agencies involved with national or regional response teams; and provide a means for international cooperation in dealing with spills on or near U.S. borders.
