Counting the costs of the arms race

A case is made for both the USA and USSR to change their nuclear doctrines and reduce their total number of warheads to about 3,000 within the next several years. Implications in the environmental area from the past practices of the nuclear weapons industry are briefly discussed as to costs and difficulties. Redrafting nuclear strategy, post-cold war deterrence, accelerating arms cuts, and domestic divideds are discussed.
