Electric Utility Rate Design Study: comments on two costing approaches for time-differentiated rates
A critique of consultants' reports on Topic 4 (Costing of Peak-Load Pricing) of EEI/EPRI Electric Utility Rate Design Study is presented. The first critique is of National Economic Research Associates, Inc., August 15, 1976 Draft Report on How to Quantify Marginal Costs. Comments on marginal generating costs, selecting and assessing costs to rating periods, marginal transmission costs, marginal distribution costs, other costs, computation of carrying charges, and marginal losses are included. Additional information is covered in 7 appendices. The second critique is of EBASCO Services, Inc., September 8, 1976 Draft Report on Costing for Peak-Load Pricing. Information covered includes costing process for peak-load pricing, selection of rating periods, functionalization and classification for peak-load pricing, allocation of costs to rating periods, companies selected and their characteristics, and methods of costing for peak-load pricing. Three appendices contain additional information.
