Four themes are emphasized: The constancy of the SDIO's mission and technical objectives; Great progress made in some of the technologies that are key to an effective defense against ballistic missiles; An evolving investment strategy necessitated by budget reductions; and A determination to restore program balance and complete the SDIO's mission.
