Impacts of proposed RCRA regulations and other related federal environmental regulations on fossil fuel-fired facilities: Final report, Volume 2
Abstract
Estimation of the costs associated with implementation of the Resource Conservation and Recovery Act (RCRA) regulations for non-hazardous and hazardous material disposal in the utility industry are provided. These costs are based on engineering studies at a number of coal-fired power plants in which the costs for hazardous and non-hazardous disposal are compared to the costs developed for the current practice design for each utility. The relationship of the three costs is displayed. The emphasis of this study is on the determination of incremental costs rather than the absolute costs for each case (current practice, non-hazardous, or hazardous). For the purpose of this project, the hazardous design cost was determined for minimum versus maximum compliance.

In order to fulfill its responsibilities, DOE contracted with Engineering-Science to perform a multi-phase engineering and economics study to evaluate the impact of the proposed RCRA regulations and other related federal environmental regulations on coal-fired utilities. This Interim Phase I report presents the findings of the impacts of proposed RCRA and related federal regulations on the utility sector fossil fuel-fired facilities. Subsequent phases involve parallel engineering studies on the industrial sector as well as economic evaluations. This report provides basic data on control alternatives and their costs for industry, including process sources, fuel combustion processes, and fossil fuel combustion for steam generation, the latter including nonutility boilers. Health and safety impacts of nuclear, geothermal, and fossil-fuel electric generation in California. Volume 2. Radiological health and related standards for nuclear power plants
This report summarizes the status and basis of radiation protection standards, with a view to identifying how they particularly apply to nuclear power plants. The national and international organizations involved in the setting of standards are discussed, paying explicit attention to their jurisdictions and to the considerations they use in setting standards. The routine and accidental radioactive emissions from nuclear power plants are characterized, and the effect of these emissions on ambient radiation levels is discussed. The state of information on the relationship between radiation exposures and health effects is summarized.
