A framework is presented for evaluating social, technical and characterological change and a theory of institutional change is applied to the restructuring of learning systems and the design activity. A case study of the use of one participatory design process in the design of a community solar greenhouse within the context of an inherently democratic community education program provides an example of the kinds of change needed to create a decentralized, liberatory solar society.
