Federal energy policy and state solar incentives programs: federalism stuck in reverse gear

The author describes flaws in the Reagan administration's cooperative federalism policy, particularly where renewable energy projects are concerned. In Oregon, an Alternate Energy Development Commission has provided a comprehensive plan for renewable resource development. The programs developed as a result of this plan have saved $77 million annually in energy bills. However, federal restrictions are impeding the states ability to finance residential solar and energy conservation projects.
