This paper describes one way that aggressive management can help to assure the financial success of these plants. Through establishment of a program of prudence safeguards, utility management can lower its exposure to potentially adverse prudence reviews. In many cases, the improvements in decision making which will be introduced from such a program can substantially lower project costs.
