Requirements for environmental monitoring, assessment, and controls for nonnuclear energy demonstration projects. Report to Congress, prepared in fulfillment of Public Law 95-39, Section 113
This report is submitted by the Department of Energy, in consultation with the Environmental Protection Agency, in fulfillment of Section 113 of the Energy Research and Development Administration Appropriation Authorization Act for FY 1977 (P.L. 95-39), which mandates the submission of a report to the Congress on the environmental monitoring, assessment, and control efforts related to environment, safety, and health required to successfully demonstrate any project subject to Sections 8(e) and (f) of the Federal Nonnuclear Energy Research and Development Act of 1974 (P.L. 93-577). Two demonstration projects require a report: the High Btu Synthetic Pipeline Gas Demonstration Plant and the Low Btu Industrial Fuel Gas Demonstration Plant. To address the environment, health, and safety issues related to these plants, it is necessary to identify, characterize, analyze, and assess the environmental impacts of the processes and incorporate and/or develop appropriate control and treatment systems. Socioeconomic, institutional, and aesthetic impacts and public concerns are considered with health and safety effects in determining environmental issues. Accomplishing these goals requires an environmental research and assessment program which is detailed. (LTN)
