Title: Engineering Review Group (ERG) and Geologic Review Group (GRG) report on brine migration at the Deaf Smith County site salt repository horizon

Abstract

In April 1986, ONWI requested the ERG and GRG to jointly address the status of current knowledge of, and ONWI approach to further characterization of, the geohydrology of the candidate repository horizon of the potential site in Deaf Smith County, Texas. Specifically, the ERG-GRG was asked to evaluate the status of understanding of the hydrogeology of the Lower San Andres Unit 4 (LSA-4) evaporite section and identify any major gaps in the data; evaluate the current understanding of the chemistry and movement of brines in the LSA-4 salt and associated interbeds; develop recommendations for estimating the upper limit quantity of brines, and modeling the brine movement, with respect to the emplaced HLW packages; and identify questions concerning the chemistry of the brines and recommend a technical approach to addressing these questions. 19 refs.

  • The Engineering Review Group (ERG) and Geologic Review Group (GRG) were established by the Office of Nuclear Waste Isolation (ONWI) to help evaluate specific issues in the US Department of Energy's nuclear waste repository program. The December 1985 meeting and the February 1986 meeting dealt with the evaluation of the Fluor Technology, Inc., architect-engineer recommendation of the horizontal mode of waste package emplacement for the Site Characterization Plan Conceptual Design Report (SCP-CDR). The ONWI recommendation regarding horizontal and vertical modes of waste package emplacement and associated studies was reviewed. This report documents the ERG and GRG's comments and recommendations onmore » this subject and ONWI responses to the specific points raised by these groups. The ERG and GRG joint review groups concurred with ONWI recommendations that additional studies are required in order to reach a decision on the method of emplacement to be used. In the opinion of these groups, both methods can be implemented; however, should the decision be reached today the vertical mode would be preferred.« less
  • This document and the requirements and actions it presents are addressed to the Deaf Smith County Site, Texas. The proposed actions upon which the plan is based are those described in Chapters 4 and 5 of the final EA for the site. Similarly, the environmental and health and safety requirements covered in the plan are those identified in the EA as being potentially applicable to the salt repository project at the Deaf Smith site. 12 figs., 8 tabs.
  • This report presents a preliminary analysis of possible highway and rail transportation routes within Texas, Oklahoma, and New Mexico for shipments of spent fuel to the candidate repository site in Deaf Smith County, Texas. Two cases are examined for highway shipments. The initial case analyzes shipments following the Department of Transportation's HM-164 regulations for shipment of spent fuel. The second case analyzes normal commercial routes. Three rail cases are also examined. Each case analyzes potential routes that would be used based for different access spurs into the repository site. Two appendices are included which examine additional scenarios generated by restrictingmore » routes from passing through various metropolitan areas. The major finding is that most shipments to the Deaf Smith site will pass through Amarillo, Texas. There are few, if any, feasible alternative routes which would significantly reduce the amount of traffic passing through Amarillo.« less

  • The purpose of the Socioeconomic Monitoring and Mitigation Plan (SMMP) is to identify, in consultation with the affected States and Indian Tribes, potentially significant adverse socioeconomic impacts that could result from site characterization activities, to describe approaches that will be used to monitor any such identified impacts, and to describe procedures for mitigating them. Chapter 3 of the SMMP provides a description of site characterization phase activities planned to assess the geologic condition of the site and construction the exploratory shafts and surface support facilities. The rationale for developing socioeconomic monitoring studies is presented in Chapter 4. Chapter 5 containsmore » descriptions of the socioeconomic monitoring and mitigation procedures whenever they are applicable.
