The intent of this review was not to conduct a detailed in-depth audit, but rather to make a broad management assessment of K reactor operations. The result of the review should only be considered as having identified trends or indications. The Team's observations and recommendations are based, in a large part, upon licensed reactor facility practices used to meet industry standards. These standards form the basis for many of the comments in this report. The Team believes that a uniform minimum standard of performance should be achieved in the operation of DOE reactors. In order to assure that this is accomplished, clear standards are necessary. Consistent with past AEC and ERDA policy, the team has used the standards of the commercial nuclear power industry. It is recognized that this approach is conservative in that the K reactor has a significantly greater degree of inherent safety (low pressure and temperature) than a licensed reactor.
