The Deep Seabed Mineral Resources Act, approved by the Senate Energy Committee in 1979, would permit U.S. mining interests to begin commercial recovery of hard minerals from the ocean floor. Under the proposed act, NOAA will regulate mining activities by issuing exploration licenses. The act demonstrates the U.S.'s dual commitment to a new and comprehensive internatonal law of the sea treaty and to a national interim regulatory framework for the fast-paced development of necessary deep-seabed mining.
