Title: Preliminary design specification for Department of Energy standardized spent nuclear fuel canisters. Volume 2: Rationale document

Abstract

This document (Volume 2) is a companion document to a preliminary design specification for the design of canisters to be used during the handling, storage, transportation, and repository disposal of Department of Energy (DOE) spent nuclear fuel (SNF). This document contains no procurement information, such as the number of canisters to be fabricated, explicit timeframes for deliverables, etc. However, this rationale document does provide background information and design philosophy in order to help engineers better understand the established design criteria (contained in Volume 1 respectively) necessary to correctly design and fabricate these DOE SNF canisters.

  • This document (Volume 1) is the preliminary design specification for the canisters to be used during the handling, storage, transportation, and repository disposal of Department of Energy (DOE) spent nuclear fuel (SNF). This document contains no procurement information, such as the number of canisters to be fabricated, explicit timeframes for deliverables, etc. A companion document (Volume 2) provides background information and design philosophy in order to help engineers better understand the established design requirements for these DOE SNF canisters.
  • The Department of Energy (DOE) is studying prospective changes to the waste acceptance criteria contained in the Standard Contract which involve consideration of the possible acceptance of failed fuel, consolidated fuel rods, compacted structural parts resulting from at reactor consolidation operations, and other non-fuel bearing materials on the same scheduling basis as used for standard fuel under the existing Standard Contract. During the course of these studies it has become clear that all such forms of spent fuel and related wastes would have to be delivered to DOE (and stored at the reactor) in a container having an envelope aboutmore » the same as the fuel assemblies from which the fuel forms originated. Thus, the first objective of the DOE effort has been to develop draft requirements for canisters to be used by utilities (and others) to deliver the foregoing forms of spent fuel and related wastes. These draft requirements have been completed and are included in this paper.« less
  • This document analyzes at a programmatic level the potential environmental consequences over the next 40 years of alternatives related to the transportation, receipt, processing, and storage of spent nuclear fuel under the responsibility of the US Department of Energy. It also analyzes the site-specific consequences of the Idaho National Engineering Laboratory sitewide actions anticipated over the next 10 years for waste and spent nuclear fuel management and environmental restoration. For programmatic spent nuclear fuel management this document analyzes alternatives of no action, decentralization, regionalization, centralization and the use of the plans that existed in 1992/1993 for the management of thesemore » materials.   • Two types of projects in the spent nuclear fuel and environmental restoration and waste management activities at the Idaho National Engineering Laboratory (INEL) are described. These are: foreseeable proposed projects where some funding for preliminary planning and/or conceptual design may already be authorized, but detailed design or planning will not begin until the Department of Energy (DOE) has determined that the requirements of the National Environmental Policy Act process for the project have been completed; planned or ongoing projects not yet completed but whose National Environmental Policy Act documentation is already completed or is expected to be completed before themore » Record of Decision for this Envirorunental Impact Statement (EIS) is issued. The section on project summaries describe the projects (both foreseeable proposed and ongoing).They provide specific information necessary to analyze the environmental impacts of these projects. Chapter 3 describes which alternative(s) each project supports. Summaries are included for (a) spent nuclear fuel projects, (b) environmental remediation projects, (c) the decontamination and decommissioning of surplus INEL facilities, (d) the construction, upgrade, or replacement of existing waste management facilities, (e) infrastructure projects supporting waste management activities, and (f) research and development projects supporting waste management activities.« less
  • The Department of Energy (DOE) has developed a set of standard canisters for the handling, interim storage, transportation, and disposal in the national repository of DOE spent nuclear fuel (SNF). The Department's National Spent Nuclear Fuel Program (NSNFP) and the Office of Civilian Radioactive Waste Management (OCRWM) worked together along with DOE sites to develop the canister design. The standardized DOE SNF in a variety of potential storage and transportation systems and also be acceptable to the repository, based on current and anticipated future requirements. Since specific design details regarding storage, transportation, and repository dispoal of DOE SNF are notmore » yet finalized, the NSNFP recognized that it was necessary to specify a complete DOE SNF canister design. This design had to be flexible enough to be incorporated into various storage and transportation systems and yet standardized so that the canister would be acceptable to the repository for disposal. This paper discusses the efforts taken to gain DOE complex consensus, the reasons for various design decisions, the steps taken to demonstrate the robustness of the proposed canister design, and other insights associated with the development of the standardized DOE SNF canister design and the preliminary design specification.« less
