Abstract

This paper discusses the current status of the EPRI's technology evaluation procedure. The main objective of the comparative evaluation is to identify those electric generating technologies that are most likely to contribute to solving major problems of the electric utility industry. Topics considered include the characteristics of the evaluation procedure, evaluation criteria, an economic evaluation procedure, the intangibles analysis procedure, the intangibles rating scales, data requirements, and application of the evaluation procedure. Comparative evaluation of electric generating technologies is used at EPRI as an aid in setting RandD priorities and appropriate funding levels.

An ad hoc evaluation committee concluded that the Electric Power Research Institute (EPRI) has been effective in meeting its stated goals. The review examined EPRI's mission, policies, advisory relationships, inter-organizational relationships, contracting policies, and technical program results. Assurance of an adequate industrial base for any new technological development is determined to be a basic concern in the selection of EPRI projects and in setting priorities. A prior generic study had been conducted by the Department of Energy assessing second generation IGCC system configurations that achieve better economics and fuel conversion efficiency than first generation systems typified by the Cool Water IGCC demonstration project. Also, the Electric Power Research Institute (EPRI) commissioned a site specific study to evaluate the technical feasibility and economic competitiveness of first generation IGCC systems from an end user perspective.
