Liquid scintillators with nanosecond temporal properties may be desired for SSC/LHC high luminosity calorimetry and triggering. The authors have improved the temporal characteristics of liquid scintillators with the addition of quenchers to solvent/fluor systems which optimize the Forster transfer, suppressing the triplet states and radiative decay of the solvent. The authors discuss general liquid scintillator property optimization for high rate calorimetric and trigger counter properties, especially in terms of the hydrogen content, and present tests of new hydrogen-free liquid scintillators.
