The Transportation Operational Personal Property Standard System (TOPS) is a large and complex information management system built around a relational data base. Two different methods were applied to the design. The two approaches converged to a fully normalized relational data base, which is described using Entity-Relationship maps and table listings. 10 refs., 5 figs.
