The Clean Air Act, the electric utilities, and the coal market

The new source performance standards (NSPS) of the Clean Air Act are discussed relative to costs to electric utilities and the expanded use of midwestern coal in the nation's power plants. The analysis suggests that the several objectives of constraining sulfur dioxide emissions, easing the electric utilities financial burden, and protecting midwestern coal producers cannot all be pursued with equal emphasis.
