Pollution's invisible victims: why environmental regulations cannot wait for scientific certainty

A sudden and pronounced public outcry has, on some occasions, provided the impetus for governmental investigation and subsequent regulation of suspected health hazards. However, such episodes are the exception. Most health-related regulation in the environmental field must be written with little direct evidence of the linkage between environmental contaminants and their victims. The process used in establishing air quality standards in regard to low concentrations of carbon monoxide is discussed. (JGB)
