Title: Planning guide for source assessment of coal conversion facilities. Final report

Abstract

The purpose of this planning guide is to: present the state-of-the-art of source assessment technology applied to coal conversion facilities; point out considerations that must be taken into account in planning a source assessment program for coal conversion facilities; point out the requirements for sensitivity, precision, and accuracy of the sampling and analysis protocols; and identify deficiencies in the state-of-the-art methodology and research needs. This planning guide presumes that the reader is familiar with the general source assessment sampling and analysis protocols that have been developed for the U.S. Environmental Protection Agency and other agencies and corporations, as well as the variety of coal conversion technologies that are under development. In view of this, it is appropriate that information is presented in outline form; a bibliography is included as a source of additional information. Also, we recognize that environmental assessment is an evolving process and that modifications of this plan will be required as the state of the art advances.
