Title: Report to Project Independence Blueprint submitted by the Synthetic Fuels Task Force. [Task Force report, 1974]

In the recent past (1973) the general public was made aware of the undesirable consequences of the United States' dependence on imported energy sources. Project Independence was conceived as the program which will relieve this dependency and promote the utilization of available domestic energy sources. The Project Independence Blueprint effort was initiated to organize the basis by which alternate paths to energy independence would be judged; to evaluate and compare all aspects of these paths; and to provide as output a limited number of comprehensive programs optimized with regard to risk, financial commitment and schedule. This report provides the synthetic fuels data and information required for the evaluation. The data are the result of a comprehensive examination of many processes for manufacturing fuel gas, liquid fuels and pipeline gas from coal. The construction constraints, impact of commercial plant construction on national resources, potential contributions to the national energy budget and the impact of plant operation on local social organizations, environments and economics were examined and the particulars are discussed. In addition, the assistance roles available to the government in promoting a synthetic fuels industry are discussed in terms of key growth-retarding constraints applicable to plant construction and operation. The report concludes with an evaluation, from both utility and investor financing bases, of the investment incentives characteristic of each plant through a comparison of unit synthetic fuel product costs with imported crude oil priced at $4.00, $7.00 or $11.00 per barrel. The cost estimates have been made using a consistent set of technological, etc., assumptions. However, they are based on pilot scale technology and such estimates in the past have generally been low.
