Abstract

The Department of Energy requires improved technology for nuclear materials accounting as an essential part of new plutonium processing facilities. New facilities are being constructed at the Savannah River Plant by the Du Pont Company, Operating Contractor, to recover plutonium from scrap and waste material generated at SRP and other DOE contract processing facilities. This paper covers design concepts and planning required to incorporate state-of-the-art plutonium assay instruments developed at several national laboratories into an integrated, at-line nuclear material accounting facility operating in the production area. 3 figures.

An integrated nondestructive assay system for a new plutonium scrap recovery facility

A consortium of laboratories is collaborating with the Savannah River Plant to develop an integrated system of state-of-the-art nondestructive assay (NDA) instrumentation to provide nuclear materials accounting and process control information for a new plutonium scrap recovery facility. Individual microcomputer-based instruments report assay results to an Instrument Control Computer (ICC). The ICC, in turn, is part of a larger computer network that includes computers that perform process control and nuclear material accounting functions. Integrated system design considerations, integral testing, and individual instrument measurement functions are discussed.

The Savannah River Plant (SRP) is a Department of Energy (DOE) installation covering over 300 square miles along the Savannah River in South Carolina. E.I. du Pont de Nemours (Du Pont) has been the only operating contractor at SRP since 1952. Over 16,000 people work at the facility. Three weapons grade production reactors produce plutonium, tritium and other radioactive materials for DOE. As you may know, the reactors have been shut down since last fall. Design of an error-free nondestructive plutonium assay facility

An automated, at-line nondestructive assay (NDA) laboratory is installed in facilities recently constructed at the Savannah River Plant. The laboratory will enhance nuclear materials accounting in new plutonium scrap and waste recovery facilities. The advantages of at-line NDA operations will not be realized if results are clouded by errors in analytical procedures, sample identification, record keeping, or techniques for extracting samples from process streams.
