Policies governing transmission access and pricing: the wheeling debate revisited
A number of factors have contributed to a renewed interest in policies governing transmission access and pricing. As outlined in this article, these policies and related industry practices are viewed as a key element in the evolution of competitive bulk power markets. The decisions made by Congress and regulators over the next several years in determining the outcome of the wheeling debate will also do much to determine the future organization and structure of the electric power industry. Reconciling the conflicting perceptions of efficiency and equity that underlie the wheeling debate will be a major challenge to legislators and regulators as they attempt to structure a level playing field for competition to evolve in the years ahead. 30 references.
