This EPA notice proposes special standards for owners and operators of certain hazardous waste treatment, storage, and disposal facilities amendments to enable the owners and operators of these units to have a permit-by-rule if they comply with the proposed requirements, unless the eligibility for such permit-by-rule is terminated, in which case, individual permits would be required; and new definitions for ''elementary neutralization units'' and ''wastewater treatment unit''.
