Utilities' potential use of clean coal technologies

Emerging clean coal technologies could help significantly reduce emissions from coal-fired power plants. However, it is uncertain whether this technology will be commercially available and widely deployed in time to meet the requirements of proposed acid rain legislation. Although utilities said they would give much greater consideration to these technologies once legislation is enacted, they indicated that their investment decisions would also depend on factors like technical feasibility, cost effectiveness, and emission control capability. Because of anticipated time frames needed for demonstration and deployment, this report concludes that emerging clean coal technologies may play only a limited role in reducingmore » acid rain during the next 15 years.« less

This report describes acid-deposition precursor control technologies and evaluates their application to Maryland's coal-fired power plants and the costs associated with these control technologies. Several control technologies could potentially be applicable to Maryland coal-fired power plants. The most widely applicable technologies were found to be coal switching and flue-gas desulfurization for sulfur dioxide emission control, and low NOx burners for nitrogen oxide emission control. This study examines the incremental effects of new coal-using electricity generation technologies on the availability, price, and distribution of coal through 2010. The Coal and Electric Utilities Model (CEUM), a computer model developed by ICF Incorporated, was used to make forecasts of the coal and utility industries with and without the availability of new coal-using generation technologies. The new technologies studied were the atmospheric fluidized bed combustor (AFBC), the gasifier/combined-cycle unit, the advanced combined-cycle unit using synthetic coal liquids, the advanced combustion turbine unit using synthetic coal liquids, and retrofits of existing oil units for synthetics coal liquids use. This report presents the results of an economic evaluation produced as part of the Innovative Clean Coal Technology project, which demonstrated selective catalytic reduction (SCR) technology for reduction of NO{sub x} emissions from utility boilers burning U.S. high-sulfur coal. The document includes a commercial-scale capital and O&M cost evaluation of SCR technology applied to a new facility, coal-fired boiler utilizing high-sulfur U.S. coal. The base case presented herein determines the total capital requirement, fixed and variable operating costs, and levelized costs for a new 250-MW pulverized coal utility boiler operating with a 60-percent NO{sub x} removal.
