Title: Fish protection at steam-electric power plants: alternative screening devices

Evaluation of alternative screening devices, incorporating fish protection systems for use at both existing and planned steam-electric power plants was approached. Lacking clear exemptions of cooling-water intake structures under Section 316(b) of the Federal Water Pollution Control Act Amendments of 1972, utility industry and regulators may use this generic evaluation for demonstrating compliance. The authors utilized the background, knowledge, and analytical tools developed through their performing NEPA environmental reviews for the NRC and reviews of 316(a) and (b) demonstrations for various state and Federal agencies. Moreover, the authors systematically assessed the available data bases, conducted literature reviews, sponsored a seminar series for vendors of screening equipment, made direct contacts with the utility industry and various architectural engineering firms, and consulted various state and Federal agencies. Because of the time constraints imposed, the study was confined to those fish protection systems that potentially apply to the majority of steam-electric power plants undergoing 316(b) demonstrations. Fish protection systems developed primarily for other applications received less emphasis.
