An oversight hearing on March 9, 1981 to review DOE's treatment of Tina Hobson of the Office of Consumer Affairs explored four possible law violations: the Civil Service Reform Act (CSRA) prohibition of involuntary reassignments; CSRA prohibition of reprisals; Executive Order 12036 prohibiting citizen surveillance; and title X of the Congressional Budget and Impoundment Control Act of 1974 procedures for impounding appropriated money. At issue were policy shifts toward large energy-development projects and away from the small-scale, consumer-oriented, self-sufficiency activities begun under the Carter administration.
