New rules on the allocation of transmission line costs and utility administrative costs are examined. Recent Federal Power Commission decisions have classified facilities as performing either a transmission function or a distribution function and have generally leaned toward the transmission function, even in cases of exclusive use. Commissions have ruled against utilities in favoring administrative costs proportional to the wage and salary levels of each facility. Opinions of several commissioners are quoted to indicate the nature of disagreements with the utilities.
