Challenge and opportunity for utilities in residential energy conservation service. [Under National Energy Conservation Policy Act]

The author describes electric and gas utilities' new responsibilities under the National Energy Conservation Policy Act and recommends certain procedures for fulfilling the newly legislated requirements. He discusses various problems that the new law will create for utilities but concludes that the law can and should be viewed as an opportunity to solve certain problems that are unique to the utility industry.
