The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic-fuels plants. The Forest Hill Heavy Oil Project is one of the four projects awarded financial assistance. This Project agreed to comply with existing environmental-monitoring regulations and to develop an Environmental Monitoring Plan (EMP) incorporating supplemental monitoring in the areas of water, air, solid waste, worker health and safety, and socio-economic impacts during the period 1985-1991. The Forest Hill Heavy Oil Project site outside Quitman, Texas extends three miles over the Harris Sand formation. Wells for air injection and fireflooding are located throughout the field. This document summarizes activities pursuant to operating in full compliance with all federal, state and local regulations and requirements of the Commitment to Guarantee with the U.S. Department of Treasury. EMP Indicator monitoring, Compliance monitoring, QA/QC, and safety monitoring are discussed.
