Abstract

Generic Issue 82, ''Beyond Design Basis Accidents in Spent Fuel Pools,'' addresses the concerns with the use of high density storage racks for the storage of spent fuel, and is applicable to all Light Water Reactor spent fuel pools. This report presents the regulatory analysis for Generic Issue 82. It includes (1) a summary of the issue, (2) a summary of the technical findings, (3) the proposed technical resolution, (4) alternative resolutions considered by the Nuclear Regulatory Commission, (5) an assessment of the benefits and cost of the alternatives considered, (6) the decision rationale, and (7) the relationships between Generic Issue 82 and other NRC programs and requirements. Based on this evaluation, the NRC staff concludes that no new regulatory requirements are warranted concerning the use of high density storage racks. 48 refs., 32 tabs.

The NRC activities concerning Boraflex use in spent-fuel storage racks

The U.S. Nuclear Regulatory Commission (NRC) has issued several generic communications to the nuclear industry identifying two issues with respect to using Boraflex in spent-fuel storage racks. The first issue related to gamma-radiation-induced shrinkage of Boraflex and the potential to develop tears or gaps in the material. This phenomenon is typically accounted for in criticality analyses of spent-fuel storage racks. The second issue concerned long-term Boraflex performance throughout the intended service life of the racks as a result of both gamma irradiation and exposure to the wet pool environment.

To expand the set of assemblies that qualify for storage in high-density racks, a mixed zone analysis may be performed where repeating pattern configurations within the rack are prescribed. Boiling water reactor (BWR) spent fuel pool (SFP) criticality safety analyses typically use the in-core k{sub inf} criterion methodology to demonstrate margin to safety. This method models all the fuel in the SFP with a limiting lattice design at a peak reactivity just above a specific in-core k{sub inf} limit.
