Title: Clinton proposal a mix of ups and downs for nuclear

The release date for the Clinton Administration's proposed budget for fiscal year 1994 has, at this writing, been moved back from March 23 to April 5, so the precise dollar amounts sought for specific programs will not be known until after this magazine has been printed. Still, indications from the Department of Energy and the Office of Management and Budget suggest strongly that the $200 million reduction in FY 1994 spending (and another $1 billion in the following four fiscal years) for nuclear research and development would come mainly from the programs on the high-temperature gas-cooled reactor (HTGR), the liquid-metal reactor (LMR), and various spacecraft nuclear energy sources. Although this would be painful for many people-including roughly 1500 who would be out of jobs in October if the LMR is zeroed out-there are positive signs for other segments of the nuclear community. Joint government-industry funding of advanced light-water reactor development is expected to survive unscathed, and the DOE wants to fund the Advanced Neutron Source as well as a new magnetic confinement fusion project.
