Ten representatives of the nuclear industry and experts in foreign affairs testified on issues relating to the transfer of nuclear technology to China, which needs new energy supplies for modernization. With congressional approval of a negotiated agreement, US firms are prepared to offer assistance. US firms will compete with several other countries for the China contracts. Industry spokesmen noted the market potential China represents and the fact that US cooperation in the nuclear power program will not affect proliferation since China is already a nuclear weapons country. US firms will be handicapped if there are too many legal delays or if Congress decides it does not want to pursue a relationship with China in the area of nuclear power.
