The budget structure reflected policy factors aimed at restoring the national defense programs, accelerating the Strategic Petroleum Reserve, protecting basic research programs, and redefining the Department's role to focus on high-risk, long-term research and development. One policy implication of this is to shift synthetic-fuels demonstration to the new Synthetic Fuels Corporation and to reduce support for alcohol-fuels commercialization as part of the effort to reduce support for alcohol-fuels commercialization as part of the effort to reduce the Federal budget. Some witnesses questioned how this shift in policy will affect the fuels program and DOE's ability to participate in international energy policy.
