Title: Innovative financing for energy efficiency improvements. Phase III report. Summary and conclusions from field-test experience

This report is the third phase of a three phase project to: (1) identify and finance energy efficiency improvements in commercial, multifamily, and industrial buildings; (2) develop the model documents needed to implement selected financing mechanisms in each of the previously mentioned building sectors; and (3) demonstrate the use of the financing mechanisms through actual field tests and disseminate the results to a variiety of entities who would be able to stimulate the marketplace and encourage private sector financing of energy conservation improvements in commercial multifamily and industrial buildings. One of the underlying premises of this project has been that the pace of energy efficiency investments would increase dramatically if attractive financing mechanisms were readily available to property owners, energy users, manufacturers of energy efficiency equipment, etc. At present, energy efficiency investments compete with other business opportunities for limited corporate resources. Innovative financing mechanisms permit building owners to obtain cost savings from energy efficiency measures without making any capital investments. In other words, the energy measures pay for themselves. These financing mechanisms also do not require any continuing governmental involvement or subsidy. An attempt was made to demonstrate the attractivenss of third party financing of energy efficiency improvements in multifamily, commercial and industrial buildings to stimulate the marketplace, draw attention to the feasibility of third party financing and provide a working model for engineering firms, energy service companies, leasing firms and other entities to duplicate.
