Under a project funded by the US DOE, the State of Alaska's Division of Energy and Power Development has conducted a study of energy conservation measures that can be incorporated in public facilities and a new community such as that proposed for the State capital, should it be relocated. As a part of this study, the process by which such facilities are procured was revised to incorporate analysis of energy conservation measures and the control of their incorporation. Supporting procedures were also developed and are included in this report.
