Because of several factors, including a higher forced-outage rate, long-range load-forecasting difficulties, financing, land use and siting, etc., construction of large power plants of up to 3000-MW capacity is being re-examined and re-evaluated. The sequential construction of five or more smaller plants allows much shorter lead times for design and construction. A hypothetical comparison is made of the advanatages and disadvantages of a large plant vs a number of small plants situated in Utah and serving the Los Angeles load center.
