Title: Cost and effectiveness of exercise evacuations to increase radiological emergency preparedness

This investigation of the expected cost and effectiveness of exercise evacuations from the vicinity of nuclear power plants led to the following results and conclusions: the estimated total cost per person and day varies from $17.34 to $78.20. The motivation of the public to participate in drill evacuations appears to be very low. In contrast to popular beliefs actual evacuations from disaster areas other than nuclear have been carried out consistently in orderly fashion without drills. Nuclear radiation as an unfamiliar agent of threat is not expected to change this pattern. Exercise evacuations are very costly and virtually no increase in preparedness can be gained through their execution.
