Title: Planning concepts and decision criteria for sheltering and evacuation in a nuclear power plant emergency

This report reviews the major planning concepts and decision criteria that should be considered in preparing for and selecting appropriate protective actions in the event of a nuclear power plant accident. The document can serve as an aid to all emergency planners, since it provides concepts and criteria to be considered in both radiological and nonradiological emergencies. It is designed to give basic information that every planner, implementer and decisionmaker should have at his or her grasp. The principal planning concept is the prior analysis of the decision environment surrounding the selection of protective actions. The major decision criteria in a nuclear power plant accident would include the radiological risks, nonradiological risks, economic costs and extent of compliance by the public with recommended protective actions. In a nonradiological emergency, only the radiological risk criterion would be eliminated. 6 refs., 17 tabs.
