The effect of the ''burnup'' of electronegative impurities on the rise time of the instability of a self-sustaining discharge has been studied theoretically. The role played by variations in the HCl concentration during the onset of the instability has been found in numerical calculations. There is a certain optimum value of the parameter E/N at which a maximum energy is emitted during the onset of the instability.
