It is shown that the reactions e{sup +}e{sup {minus}}{r_arrow}{gamma}{pi}{sup 0}{pi}{sup 0}({eta}) give a good chance for observing the scalar a{sub 0} and f{sub 0} mesons. In the photon energy region less than 100 MeV the vector meson contributions e{sup +}e{sup {minus}}{r_arrow}V{sup 0}{r_arrow}{pi}{sup 0}V{sup {prime}0}{r_arrow}{gamma}{pi}{sup 0}{pi}{sup 0}({eta}) are negligible in comparison with the scalar meson e{sup +}e{sup {minus}}{r_arrow}{phi} {r_arrow}{gamma}f{sub 0}(a{sub 0}){r_arrow}{gamma}{pi}{sup 0}{pi}{sup 0}({eta}) for B{bold (}{phi}{r_arrow}{gamma}f{sub 0}(a{sub 0}){r_arrow}{gamma}{pi}{sup 0}{pi}{sup 0}({eta}){bold )} greater than 5{times}10{sup {minus}6} (10{sup {minus}5}). Using the two-channel treatment of the {pi}{pi} scattering the predictions for B{bold (}{phi}{r_arrow}{gamma}(f{sub 0}+{sigma}){r_arrow}{gamma}{pi}{pi}{bold )} are derived. The four-quark model, the model of the K{bar K} molecule, and the s{bar s} model of scalar f{sub 0} and a{sub 0} mesons are discussed. {copyright} {ital 1997} {ital The American Physical Society}
